Panchayati Raj Institutions (PRIS) In Haryana

Haryana adopted the Three - Tier Panchayati Raj System in 1966 after becoming a separate State. For the improvement in Panchayati Rai System, the Haryana Government in 1972 formed a Samiti under the Chairmanship of Mandu Singh Malik.

  • Mandu Singh Malik Samiti recommended to dissolve the Zila Parishad. As a result, Haryana Government dissolved the Zila Parishad in 1973.
  • In Haryana, the institutions related to Panchayati Raj are elected by Haryana State Election Commission. The headquarters of Haryana Panchayat Bhawan is in Chandigarh.
  • There exist three levels of elected bodies for rural areas. The three levels of Panchayati Raj System are discussed below:.

    1. Gram Panchayat

    Gram Panchayat consists of a Sarpanch elected by Gram Sabha from amongst its voters and 6 to 12 Panchs from wards in the Panchayat area. It is a powerful body, Sarpanch has practical right to inspect every department, which is notified and working in Gram Panchayat. No scheme or work can be implemented without consent of Sarpanch or Gram Panchayat. Mostly Gram Panchayats receive direct funds from State Finance Commission or other concerned departments, and they also have own income from various source. Funding and powers of Gram Panchayats  are highly admirable and Sarpanch are implementing their role in development and administration of villages.
